SHIFT does not move control correctly due to control already selected.
Cause:
The control is already selected before pressing SHIFT. This is by design of Microsoft Access.
Solution:
Press and hold down SHIFT before selecting the control.
1) In the Form Design view, click on a blank area in the form.
2) Press and hold down SHIFT.
3) Click on the control to select it.
4) Move the control as desired.
